BreakThru
This programme is focused on helping young people stay on track, especially those who are at risk of becoming affiliated with youth gang culture. It is about connecting young people to their communities, to positive pathways and to their families/whānau.
BreakThru was developed from best practice and built on existing community projects to combat an increase in youth gang incidents in South Auckland during 2005/2006. It is part of a four-year Multi Agency Action Plan called Improving Outcomes for Young People in Counties Manukau and Otahuhu (2006–2010). A new Action Plan has been developed and is aligned to the new Auckland council boundaries.
BreakThru Programme comprises the following services:
- Youth Workers – who identify and help ‘at risk' young people connect to their community and services through school, recreational and local community activities
- Integrated Case Managers (ICM) – who work with one-on-one with ‘at risk' young people under the age of 18 years to achieve integrated solutions
- Parenting programme – to provide support and information for parents of families with school-aged children and teenagers.

Originally, the programme was only located in Manukau communities and Otahuhu. Since 2006, the programme and the Multi Agency Action Plan have made considerable progress around supporting ‘at risk' young people in Manukau City and contributed to making communities feel safer.
From January 2011, 24 youth workers, nine integrated case managers and two parenting programmes will be rolled out in Counties Manukau (majority of services), Auckland City and Waitakere areas. The Auckland Youth Support Network provided information and guidance about the priority areas that require youth intervention services.
7 providers will deliver BreakThru services across the 9 locations in Auckland.
