Information for providers of Break-Away Programmes

Applications for funding for Break-Away school holiday programmes delivered from December 2010 to April 2011 are being sought from community, recreation and sporting organisations.

Key programme information

Break-Away Programmes are designed to give young people constructive things to do in the school holidays, providing them with stimulating activities to support their personal development. Successful providers will manage, co-ordinate, administer and deliver the Break-Away Programme initiative. They will have management systems, processes and staffing to provide the services effectively and efficiently.

Target group

The target group for the Break-Away Programme is young people aged 11–17 years who would not normally attend a school holiday programme.

Programmes must specifically target either young persons aged:

  • 11–13 years or
  • 14–17 years.

Providers may deliver placements targeting both age categories. Any young person living in the targeted community will be eligible to attend, regardless of parental income.

Programme locations

Programmes are to be delivered nationwide in areas that are lacking in social or economic advantage and with unmet needs, with a focus on the following areas:

  • Far North, Whangarei, Kaipara Districts
  • Auckland, Manukau, Waitakere, Papakura Cities
  • South Waikato, Whakatane, Kawerau Districts
  • Gisborne, Opotiki, Wairoa Districts
  • Hauraki, Waitomo, Rotorua Districts
  • Ruapehu, Hastings Districts and Whanganui City
  • Masterton, Horowhenua Districts and Porirua and Hutt Cities
  • Buller District
  • Christchurch City
  • Dunedin City.

When programmes will be run

Break-Away Programmes will be delivered in the summer school holiday periods only.  

We are seeking applications for programmes to be delivered during the following school holiday periods:

  • 20–24 December 2010
  • 3–28 January 2011
  • 18–29 April 2011

Criteria  

Successful providers will meet the following criteria:

  • experience working with young people (11–17 years old), particularly experience in delivering holiday programmes
  • capacity and knowledge to deliver holiday programme
  • experience working with the community
  • organisational viability

Types of programmes

Thirty thousand one-week placements are to be delivered during the school holidays. Nationwide we are seeking:

  • 15,000 one-week placements to be exclusively activity focused
  • 15,000 one-week placements to include at least 60 minutes of physical activity per day.

One-week placements must either:

  • be physical-activity focused and be for a minimum of four hours per day or 20 hours per week in duration. Examples of physical activities include outdoor and/or adventure activities (eg, orienteering, kayaking), fitness activities (eg, resistance training, learning to be an aerobic dance instructor), physical recreation (eg, skate-boarding, BMX riding), sport or physical disciplines (eg, dance or martial arts).

OR

  • a general activity programme that includes at least 60 minutes of physical activity per day with a programme duration of a minimum of five hours per day or 25 hours per week. These programmes have the scope to offer a range of activities including adventures,recreation, drama, music, art, crafts and dance. Structured social networking opportunities, informal learning and acquisition of skills can also be included.Examples of physical that can easily be integrated into the day include stretch breaks and active games.

One placement per week is equivalent to one young person attending that programme for five days. If that young person does not attend the programme every day, the placement may be filled by another young person attending the programme.

Funding

The funding for the Break-Away Programme is $100 per one-week placement. The programmes are to be delivered at no cost to the participants. Providers will be asked to list other sources of Government funding including funding received from Kiwisport.

Standard Ministry of Social Development payment practices for social services contracts will apply. Payment will be made on receipt of a valid invoice, and subject to reporting requirements outlined in the contract. The funding period is 1 December 2010 – 30 June 2011.
