Apply for the Pacific, Mainstream and Maori Family Violence Provider Capability Fund
The Pacific, Mainstream and Maori Family Violence Provider Capability Fund (the Fund) aims to build the capability of Pacific practitioners including Pacific and non-Pacific staff who deliver family violence services and programmes in the family violence sector.

Eligibility
The Fund is open to local not-for-profit community organisations (not networks) in New Zealand that can provide evidence of working with Pacific individuals and families who experience family violence.
Grants can only be made to legal entities such as, for example, registered charitable trusts or incorporated societies.
Criteria
General Criteria
All applications must meet the following general criteria including the Specific Criteria relating to their organisation:
- self-identify that they deliver family violence services and or/programmes directly to Pacific peoples
-
deliver family violence prevention and/or intervention and/or crisis services which include: education, advocacy, information and advice, emergency and safe accommodation, counselling and stopping violence / non-violence intervention programmes.
Specific Criteria
Pacific Providers
- A Pacific provider is a provider that is owned and governed by Pacific peoples and is providing services and/or programmes primarily, but not necessarily exclusively, to Pacific individuals and families. Delivers Pacific family violence services or programmes and/or ethnic specific family violence programmes directly to individuals, families or communities where there has been or there currently is violence within the families
- Have CYF (396) or (403) approval status or currently be in a position to enter into the process to apply for CYF approval status as your main reason for doing so is to enter into the family violence field of work. Note: If you do not have CYF (396) or (403) approval status, your application for capability funds must be focused on attaining CYF approval.
Mainstream providers
- Mainstream providers who provide family violence services to the general population and whose services are not specifically tailored to a minority population group
- Mainstream providers who can demonstrate that they deliver family violence services/programmes and/or tailor part of their services/programmes to Pacific peoples
- Mainstream providers who can demonstrate that they provide family violence services to a significant number of Pacific individuals and families for the geographical area that they service
- Have CYF (396) or (403) approval status.
Maori providers
- A Maori provider is a provider that is owned and governed by Maori and is providing services and/or programmes primarily, but not necessarily exclusively, to Maori individuals and families
- Maori providers who provide family violence services to the Maori and general population
- Maori providers who can demonstrate that they deliver family violence services or initiatives and/or tailor part of their programmes and services to Pacific peoples
- Maori providers who can demonstrate that they provide family violence services to a significant number of Pacific individuals and families for the geographical area that they service.
- Have CYF (396) or (403) approval status.
Stocktake of pacific providers
The primary purpose of the stock-take of providers delivering family violence prevention and intervention services to Pacific People and Communitiesa is to identify the number and location of them. It has also enabled a snapshot of provider’s perspectives on factors enabling effective service delivery to Pacific people and communities, challenges to this, and related support and training needs. The stocktake will help inform the scope of future training and capability building for providers delivering family violence prevention and intervention services to Pacific people and communities.
Not covered under the fund
The following is not covered under the Fund:
- funding to support individuals or networks
- providers who do not fit the criteria(s) above
- building the governance structures or similar with Mainstream or Maori providers. The funding is about developing Pacific and non Pacific staff in these organisations so that they can work with Pacific individuals or families affected by family violence
- capital items, such as computers, vehicles or equipment
- support for organisations in their public advocacy role
- general information and advice, eg educational and publicity material and events
- overseas travel
- attendance at conferences
- activities or programmes taking place outside of New Zealand
- funding for elderly abuse and neglect initiatives
- retrospective payments for projects already completed.
Application assessment process
Applications for funding will open on Tuesday 21 August 2012. All completed applications must be received no later than Friday 21 September 2012 to be considered. Late applications will not be accepted. Grants will be for a maximum of 12 months from the start date of the grant.
Decisions will be conveyed by letter and the creation of funding agreements will take place shortly thereafter. No legal relationship between the Ministry and any applicant exists until a funding agreement is signed by both parties.
The earliest applicants could expect to receive funding for their projects would be November 2012.
All applications will be screened and assessed by an independent panel made up of representatives from the government and community sector.
The panel will submit final recommendations to the Family and Community Services of the Ministry of Social Development.
The maximum grant available is $80,000 (excl GST).
Applicants can expect to hear if they are successful from the end of October 2012. Decisions will be conveyed in writing, after which funding agreements will be developed.
