E Tu Whānau Ora Programme of Action for Addressing Family Violence 2008-2013

The E Tu Whānau-ora Programme of Action for Addressing Family Violence (2008-2013) provides a vision and a framework for addressing issues of violence for Māori.

Goals

The Programme of Action:

  • identifies guiding principles and underlying philosophies
  • establishes high level goals, objectives and actions
  • specifies the contribution and critical responsibilities of Government and Te Ao Māori
  • highlights areas that require a collaborative approach
  • articulates the key concerns and priorities for Māori.

Wide consultation

It has been developed by the Māori Reference Group to the Taskforce for Action on Violence within Families, in consultation with Māori leaders, practitioners, iwi and whānau from across the country. It sits alongside the Taskforce’s Programme of Action.

It represents the culmination of a great deal of thought and hard work from iwi, hapū, whānau – and shows their commitment to working towards whānau ora – strength, safety, identity and prosperity for all Māori.

Consultation for the Programme of Action included an important hui at Hopuhopu marae in April 2008, that brought together Māori leaders to discuss whānau violence and to harness their mana and commitment to addressing this issue. 

This was followed by a programme of work at grassroots level including regional hui across the country to ensure all voices were heard and local solutions were identified and embraced.

Actions areas 

The Programme of Action outlines the journey Māori are undertaking to address violence. It has four parts:

  • an overview of Māori aspirations in a broad sense – a vision for where Māori want their whānau and communities to be in the future and the role of the Programme of Action in helping this come about
  • a snapshot of where things are at now with respect to issues of Māori violence; in terms of commitment, achievements, hurdles to be overcome and a platform for moving forward
  • the future including the high-level goals for the next five years, the underlying principles and philosophies, and the key issues and priorities   Also considers opportunities and responsibilities, as well as gaps and barriers
  • a framework that identifies the specific objectives and actions relating to the high-level goals for the period 2008-2013 and who is responsible for making each one happen.
