Well-Being Framework for Programmes of Action

Programmes to address family violence in Maori and Pacific communities were officially released by Minister Tariana Turia at Parliament on 31 August 2009.

The event, which was attended by key representatives of the Maori and Pacific communities, as well a parliamentary colleagues and government officials, celebrated the shared goals to address family violence in both communities.  

The programmes: E Tu Whanau-Ora: Programme of Action for Addressing Family Violence 2008-2013 and the Programme of Action for Pacific Peoples – 2008 and Beyond were developed by the Maori Reference Group and Pacific Advisory Group respectively. 

These form part of the Taskforce for Action on Family Violence ongoing programme of work with the aim of both programmes being the elimination of family violence within whanau/families. 

At the launch the Minister said that the strength of these programmes was they were owned by their communities rather than developed centrally.

"My focus has always been on the potential of the people to be the navigators of their own journeys", she said.  And that is why I am so excited about these strategies which move the debate along from talk to action, from crisis to solution."

The Minister said that the Programmes of Action are grounded in a vision of wellbeing.  "They are painted in such a way to inspire us all to take responsibility and to act now."

Each programme is based around a framework for change, consisting of five high level actions: effective and visionary leadership;  processes and services to keep families safe, to stop the violence, and to restore the wellness of whanau; changing attitudes and behaviour; effective, sustainable support services; and understanding what good practice looks like based on the indicators for whanau ora.

These programmes of action are "an opportunity for a new start based on old ways,"   said Minister Turia.
