Local Services Mapping: Kawerau
Situated in the Eastern Bay of Plenty, Kawerau District has one of the smallest populations of any territorial authority in New Zealand. The population, which has been in decline for some time, is predominantly Maori and younger than the national average. Socio-economic deprivation is high and one-parent families are greatly over-represented in the district.
This report is the result of collaboration between Family and Community Services and the Kawerau District Council. A steering group with representatives from central and local government, and iwi guided the LSM process. As part of that process, the LSM Steering Group developed an operational group – K-Oper-8 – to promote collaboration between agencies.

Social areas identified in Kawerau:
- Lack of knowledge about social support services for families
- Poor service co-ordination
- Lack of communication between government agencies
- Family violence
- Poor parenting skills and attitudes
- Parental and youth unemployment
- Alcohol and drugs
- Non-engagement in education
- Mental health.
Key priority areas being taken forward in LSM in Kawerau:
